Former member of the Murder Squad of the State Department of Internal Affairs, Igor Svetlov returns to his home town intent on finding the killer of his brother. He soon notices some significant and shocking changes to the residential district - drugs and stolen property are being traded almost openly on the streets, schoolteachers are in fear of their own students, and teenagers operate protection rackets on private shops. The local police do not dare to appear on the streets after dark except in the most extreme and urgent cases, and the local citizens stopped believing in justice a long time ago. A real war of survival begins in the neighbourhood with Svetlov’s arrival, as he is opposed not only by gangsters, but colleagues and people close to him will be on the other side of the barricades too…
